Congratulations to Keith Walton on his excellent letter.
People make mistakes, especially children, and the penalty for a mistake while crossing the road should not be death.
Lower speeds give drivers more time to react and take avoiding action, and if the worst happens and there is a collision a child hit at 20mph stands a good chance of surviving.
I cannot understand the reluctance of Merton Council to take such a simple road safety measure.
